3. Minutes Approval: Approved as amended 7-0 vote.
Treasurer’s Report: Tom Banish reported a balance of $55.69 and has put in a request with the County for another thousand.
Chair’s Report: Chair Degher motioned to remove San Miguel Ranch from the Public Reports section of the agenda due to lack of monthly reporting. Steve McHarris seconded the motion. The vote was 7-0.
Public Reports
a. CHP and/or Sheriff: No Report
b. CSD Report: Deborah Lewis attended the June 26th CSD meeting and reported
the following: 1) Concerns were expressed about the location of possible
future fence poles concerning the 16th Street Railroad Crossing Fence. There
was mention of a possible gate needed because the CSD accesses the Machado
Waste Water Facility from 16th Street. 2) There was a near breach of two of the
percolation ponds at the Machado Waste Water Facility. An emergency
authorization of funds was allotted to repair the ponds. If sewage had spilled,
fines would have exceeded one million dollars. 3) One of the CSD’s fire trucks
is approaching thirty years of age and they have been saving for a new fire
truck.
c. Supervisors Office: No Report
d. San Miguel Ranch: No Report
e. Community Service Organizations (3-5 min per organization): Jean Hoffmann of the Native Daughters of the Golden West reported that the Pioneer Ladies Tea will be held on October 5th.
Public Comments: John Green requested that the Advisory Council write letters to San Miguel Post Master Bruce Wilson and County Public Safety and Public Works, Frank Honeycutt, requesting a driver’s side drive-up postal box between 11th and 13th streets.
Old Business:
Referral DRC2007-00158 MARSDEN-CUP for boat and RV storage with
caretaker unit and office located on a 3.94 acre site off Monterey Road in Paso
Robles. The project includes a setback variance. APN: 027321-002
Owner Jeff Marsden and Pamela Jardini from Planning Solutions presented
revised plans for the proposed Mars Mega Storage facility, which included fast
growing trees, and shrubs (i.e. Hollywood Junipers, Raywood Ash and
Viburnum) around the perimeter of the facility. All existing mature oaks would
remain as is. The council expressed concerns about alternate uses for the
commercial land and the need for down lighting and softer landscaping, such as
bark chips instead of gravel, to aid in blending the facility with neighborhood
aesthetics.
Public comments against the project focused on concerns about slow moving traffic from Wellsona out onto Hwy 101, the size of the facility, the off-site Marsden Storage sign, and an interest to pursue rezoning of the property. Comments for the project concerned alternate and less desirable commercial uses for the property. Some of these uses included a truck stop, hotel, recycling center, and concrete crushing facility. Statements were given from neighbors living near the existing Mars Mega Storage at 101 Wellsona Road. Those comments focused on how clean, quiet, organized, and environmentally friendly the existing structure is. Many commented on how they liked having the Marsdens as neighbors.
The final vote was motioned by Steve McHarris and seconded by Noel Carpenter
with the following conditions: provide softer ground cover (i.e. gorilla hair,
mulch, bark chips) within the thirty-foot area between the facility and Monterey
Road, lighting should be shielded with full cut-off and no visible glare and limited
to one light fixture on each side of the project, and interior lighting should also be
low-level and full cut-off with no visible glare or light pollution visible from off-
site locations. The vote was 6-1 for the project with Gary Davis abstaining.
b. Referral DRC2007-00165 ROMAN CATHOLIC CHURCH-Conditional Use
Permit/Development Plan for a religious facility. Site located on 7.95 acres off
San Luis Monterey County Road. APN 021-352-001
Elizabeth Kavanaugh of the Department of Planning and Building spoke on behalf of the Roman Catholic Church and their request to use the not yet constructed Community Center for religious services. Steve McHarris motioned the vote and Denis Dagher seconded. The vote was 7-0 in favor of the request.
New Business and Referrals:
DRC2007-00165 LOCAL LOCKET INC-CUP for a phased commercial project on 4.06 acre site on Monterey Road, Paso Robles. APN 026-111-021
Vicki Luna presented her proposed project for fourteen 300sq.ft.metal storage buildings and a two story, 50,000 sq.ft. office/caretakers building. The office/caretakers building will be made of earth tone metal with a sage roof, decks, and minimal outdoor lighting. The project facility will have wood fencing and an entrance gate. Council comments included concerns about landscaping from both Monterey Road and Hwy 101 and lighting. Ms. Luna and county planner, Suzanne, were open to suggestions concerning landscaping. Steve McHarris suggested planting oaks and Deborah Lewis suggested planting non-fruit bearing olive trees. Deborah Lewis further commented on the sunken topography of the property and how that aspect made it difficult to see from Hwy 101. Although, Ms. Luna was open to suggestions for landscaping seen from Monterey Road, she was adamant about not having trees along side of Hwy 101 for maintenance and liability reasons. Denis Degher asked about lighting and homes in the vicinity. Ms. Luna stated that there were no homes in the area and that lighting would be very minimal. The vote was 7-0 for the project with the following conditions: landscaping should be drought-resistant, purposed redwood trees should be substituted with oak trees or similar drought-resistant trees, and any lighting fixtures should be hooded with direct cut-off and no visible glare.
