10. New Business and Referrals: San Miguel Ranch General Plan Amendment Draft EIR (DEIR) – LRP2004-00007 Public Hearing. The DEIR addresses the environmental impacts that may be associated with the request to amended the General Plan, rezone, and subdivide approximately 550 acres in the Agriculture land use category to allow for a variety of residential, commercial, recreation, and open space land uses. The project site is located adjacent to U.S. 101 Highway/Mission Street interchange, near the southern boundary of Camp Roberts, and west and northwest of the community of San Miguel.
The San Miguel Advisory Council will:
A. Receive staff report;
B. Review appointed San Miguel Ranch DEIR sub-committee comments;
C. Receive public comments; and
D. Provide recommendations to County Staff, Planning Commission, and Board of Supervisors on the Draft EIR document to be incorporated into the Final EIR document.

3. Minutes Approval: Denis Degher motioned to approve the December minutes; Steve McHarris
seconded the motion; the vote was 7-0 in favor of approval.
4. Treasurer’s Report: Tom Banish reported a treasury balance of $1035.69.
5. Chair’s Report: County Public Works upgraded the proposed North River Road bike path to
level three. Denis Degher suggested that SMAC adopt a “Citizen of the Month” award to be
added to next month’s agenda.
6. County Planning Report: Elizabeth Kavanaugh reported that Brett Butterfield’s Project, the
Community Plaza between 11th and 14th streets, will be back next month with budgeting and
size changes. Ryan Chapman spoke about a diamond and a rural route Class II bike lane out 10th
Street; his phone number is 781-1406. Mike Ryan with Public Works spoke about the possibility
of a HWY 101 on ramp at 10th street.
7. Public Reports:
a. CHP and or Sherriff: There have been burglaries in Harris Ranch. Gary Davis asked the Sherriff if two calls are required to get a response from the Sherriff’s Department. The Sherriff stated no.
b. CSD Report: Dale Hamblin stated that the CSD will be initiating the Uniform of
Public Accounting Act which would reduce costs, red tape, and allow repairs to be
made in a more timely manner. The Water Resources Advisory Council will meet on
the first Wednesdays of the month at the San Luis Obispo City Library at 1:30 PM.
The County wants a repeater station in the San Miguel vicinity to eliminate “dead
spots” in radio communication. Dale Hamblin stated later during public comments
that it is standard procedure for developers to go to local utility providers for
estimates of approximate cost for their proposed projects. This statement was made
in response to a document circulating during the meeting that was thought to be
drafted by SMAC. Denis Degher stated for the record that the document was not
from SMAC. Moreover, the document in question clearly stated at the bottom that it
was produced by S.M.A.R.T.
8. Supervisors Office: Frank Mecham reported that his link on the County Board of Supervisor’s
Website, www.slocounty.ca.gov/bos.htm , will now include monthly updates of happenings in
District 1. His website will also include basic District 1 information and links to local
organizations such as San Miguel Resource Connection at www.discoversanmiguel.com. Denis
Degher asked for SMAC’s website, www.sanmigueladvisorycouncil.com, to also be included
on his site.
9. Community Service Organizations (3-5 min per organization): Jean Hoffmann from San
Miguel Resource Connection stated that they had received a California Endowment that will be
implemented at Lillian Larsen Elementary for healthy eating. The Los Niño’s Gift Shop is
moving to 1199 Mission Street (access from 12th Street).

the Agriculture land use category to allow for a variety of residential, commercial, recreation,
and open space land uses. The project site is located adjacent to U.S. 101 Highway/Mission
Street interchange, near the southern boundary of Camp Roberts, and west and northwest of the
community of San Miguel.
The bulk of the meeting consisted of public comments from the following citizens opposing the project: Bob Brady, Colleen Enk, Patricia McHarris, Susan Harvey, Betty Cazaly, Alex Baker, Sharron Brower, Randy Kitoski, Carol Vershour, and Karl Von Dollen.
Their comments consisted of the following concerns and viewpoints: increased traffic on and around Cemetery and Nygren Roads, school bus stop on Cemetery Road, schools needed-Paso Robles schools already impacted, Camp Robert’s shift changes, traffic and speeding, the need for a new ramp to HWY 101 from 10th Street, water availability, sustainability and salinity, loss of prime agricultural land, the creation of a divided community, wildlife corridor interference, public disclosure of proposed pipeline, no hiking or biking trails leading to 10th street, no equestrian trails, “pocket parks” for new residents only, and noise from Camp Roberts.
Citizens who spoke in favor of the project included Dale Hamblin and Steve and Sarah Dickmeyer. Their comments included the following concerns and viewpoints: lack of rain makes it difficult to grow crops other than grapes and orchards, sloped land hard to irrigate, not prime agricultural land, the San Miguel Vicinity is vast and it is a great thing to have development.
The Council received copies of documents from San Miguel Area Residents Trust to Steve McMasters from the Environmental Division of the Department of Planning and Building for the County of San Luis Obispo. The council also received a three page document from Steve Dickmeyer pertaining to San Joaquin Kit Fox habitat taken from various portions of the Habitat Conservation Plan Handbook. The San Miguel Advisory Council Sub-Committee submitted their Review and Comments Document on the San Miguel Ranch Draft EIR. The Council voted 7-0 in favor of submitting the document to Steve McMasters of County Planning and Building with the following additions:
1. Study relocation for Cemetery road southbound U.S. Highway 101 on-ramp to 10th Street
location.
2. Analyze the fiscal and urban blight impacts of re-directing resources, services, and public
improvements associated with constructing a new west side San Miguel community as compared
to directing them to the existing San Miguel community.
3. Analyze County General Plan Ag Policy #11 requiring groundwater to be used for ag use and
how the project should utilize Nacimiento water, along with the treatment of the Nacimiento
water.
4. Analyze traffic and safety impacts to San Marcos / U.S. Highway 101 intersection.
