V. PUBLIC REPORTS
A. CHP/SHERIFF
1. Commander Ben Hall present to represent the Sheriff Dept, North County Station.
Commander Hall reported on the incidence of vandalism that occurred at Lillian Larsen School. There were also some automobile break-ins as well as a break in at the Mission Market over this past month. A more serious occurrence was the shooting outside the Ranch, following the Saturday evening performance. The suspect of the shooting has not been taken into custody yet and there is speculation that he may be en route to Mexico. There is a noticeable difference in the statistics of this year to the last. Last year there were 21 documented thefts at this time compared to 405 up to this date 2011
The question arose regarding the procedure for evacuation in the event of a nuclear occurrence at Diablo plant, brought top light secondary to the disaster in Japan at the Fukushima Nuclear Plant. Commander Hall to enquire about the plans and get back to the Council members. Commander Barbara Nuismer of Camp Roberts interjected taut they have been doing disaster drills and are set to receive San Luis Obispo Residents who must be evacuated because of living within the prescribed distance from the plant. Other residents, who are no residing within the ‘DANGER” zone will likely be traveling out of the area to relatives or friends and are not to be evacuated to the base. Questions were asked again about the “Sheriff’s Posse”. Anyone who is interested in joining the Posse should call the main office in San Luis Obispo to obtain the information they are looking for . 2. Sergeant Gary Hansen of the CHP is here for Lieutenant Maples, who is on vacation. The Highway Patrol is paying particular attention to safety for children traveling to and from school. One area that they are paying close regard to is automobiles ignoring stopped school buses with their lights flashing.
That behavior, coupled with ignoring the posted school speed limit is a set up for injury. In reply to the question of how many personnel are available at any given time Sgt. Hansen replied that they have a full complement of office personnel, seven for the day shift and an overlap in the afternoon , bringing it up to nine.
The rain caused the County rivers to swell, particularly the Salinas. People, not recognizing the danger found themselves floating down the river and requiring emergency assist to be rescued from the fast moving water. The question arose again regarding how long an abandoned tagged vehicle will be left before it is towed away. Sgt. Hansen repeated that it would be tagged 72 hours before it is towed.
3. Camp Roberts – Commander Barbara Nuismer expanded on the Evacuation plan that would be put in effect. She reiterated that if you are not able to leave your home you should follow County instructions to remain in your home and avoid breathing the contaminated air unless you are directed other wise. The County Fairgrounds have also installed a large emergency generator. The County Fairgrounds have also installed a large emergemcy generator.

B. Supervisor Frank Mecham and Vicki Shelby, Legislative Assistant were not present. Expected to hear update on Events Ordinance – No action from Planning Commission yet. Michael Conger to speak to the issue.
* Sharon Brower has arrived. Was late due to clock not changed to daylight savings time.
Michael Conger – The Planning Commission made a recommendation regarding the Events Ordinance and while it doesn’t look like it at first glance, the recommendation was put In effect and it is better.
VI. Council Reports
A. Gary Davis – Chairperson wanted to speak to Supervisor Texiera’s attempt to combine his South County Advisory Councils and change them from elected bodies to appointed bodies. Per Mr. Davis, after hearing from the community Mtg. Teixeira determined that while it initially appeared to be a good alternative the public was strongly against it and the ordinance was “dropped”. (The meeting was held on March 3rd with Frank Mecham commuting by phone.) The meeting was heavy with Law Enforcement. – Sheriff. CHP. Fire Chief Roland Snow from San Miguel and was strong on the Community Plan Update.-A State Grant will pay for the EIR. And Cal Poly will not charge. The Police Departments are noting a 15% decrease in productivity, while pursuing a little more.
Per Professor Howard this group covered the basics more than any other group. Their Spanish students went door to door in the Hispanic community of San Miguel to get their thoughts. In a future meeting when the EITR is being done it was asked if someone come to our meeting and fill us in on their findings.
Jamie Kirk – Estrella River Vineyard Cluster.- The Response was due on March 17th but it can still be sent in. It should be addressed to Michael Conger.. Send a letter – re: not knowing the ins and outs. There was al so a discussion re: continuation with the Planning Commission. Mr. Davis wanted to know if we should write a letter as a body. Mr. Conger offered some more information and felt it would be a good idea. He presented four options and included information that one neighborhood went before a public hearing because when the Estrella well is drawn on their well. water levels go way down. A roll call vote was put to the Council. Gary Davis –in favor, Mike Sanders, – in favor, Craig Rambo – in favor, Sharon Brower – in favor, Jean Hoffmann – in favor, Noel Carpenter – against, Tom Banish – in favor. Secretary Sharon Brower will write the letter, e-mail it to the other members for approval and send to Michael Conger by e-mail and snail mail for distribution to the Planning Commission and the BOS.
Gary Davis stated that from the meeting it was apparent that the Sheriff and CHP have well though out plans re: a Nuclear emergency. Anyone needing decontamination will go to Camp Roberts. And that they are working on a four year plan being put in place. The Red Cross and Camp Roberts are working concurrently on exercises for those who live within the designated area of Diablo Canyon
B. No other Council Reports this evening
VII. Community Reports
A. Dale Hamblin CSD- The next Board Meeting will be tomorrow evening the 24th at 7 :00 PM
Per Mr. Hamblin they will have a follow up presentation from the District Engineer. And a collaborate discussion with Matt Thompson re: the sodium and nutrients found in our potable water., A management plan regarding the discharge of the sodium and nutrients will be discussed… It’s proposed that a group of north county residents get together to develop this plan. They will consist of citizens from Atascadero, Paso Robles, San Miguel and Heritage Ranch. Fire Chief Snow will be giving out his annual report. . It was expected to be given last month but did no occur. The 2001 resolution form CALPERS was not given in 2001 and now they have to have a resolution. They will be considering Scott Radovitch as a hearing officer – so that the person who was put on administrative leave was terminated. LAFCO now has an opening and the Board must make a vote on that. Linda More – asked about a rumor she had heard that Michael Eldridge (General = Manager) was retiring in July, Mr. Hamlin concluded that that was not a rumor and said that the Board will be looking at candidates to hire soon. Linda also asked if that will require an election. Mr. Hamblin said no it will be a direct hire. She also made a short comment about the shooting that occurred in front of the Ranch this past Sat. Night.

Mike Sanders brought up information regarding the Community Sagebrush Parade to be held on April 16th. Many citizens worked very hard on the preparations for both the parade and the Peddlers Fair They are to be appreciated for their community spirit!!!. The Parade will start at 10:00 AM and the Peddlers Fair will run from 8:00 AM to 4:00 PM
Gary Davis brought up that the Planning Dept. is going to begin sending out monthly newsletters so the whole county will know what is going on throughout the other Advisory Council areas. Mr. Davis also announced there would be a hearing for appeal of the Sun power on Thurs. April 19th Plan to attend if you have a strong interest in this development of solar energy.
The Meeting was adjourned at 8:30PM with a motion by Sharon Brower and a second by Noel Carpenter
