Meeting Behavior

Welcome to the San Miguel Advisory Council Meeting

The following are rules of order and procedure that allow the Council to conduct its business while receiving important reports, information, and comments from the community.

For the Public Comment portion of the agenda, speakers may speak on any item not on the agenda. Speakers are encouraged to introduce themselves and will have 3 minutes to speak.

For Public Hearing agenda items:

1. Chair announces the agenda item.

2. Staff and/or applicant make presentation.

3. Chair will ask Council members if they have clarifying questions of staff or applicant.

4. Chair opens the public hearing. Public is allowed to speak for 3 minutes unless otherwise designated by the Council Chair. Speakers are encouraged to introduce themselves and their relationship to the topic of interest. All questions from the public should be addressed to the Chair rather than to the applicant or to other public members.

5. Chair closes public hearing.

6. Council discusses why they are making their decision. Any Council member should make a motion of the action to be taken.

7. Motion requires a second by another Council member. Further clarifying discussion on the motion may occur amongst Council members.

8. The Chair then calls the roll for a vote.

General Decorum

Please be mindful that it is always inappropriate for anyone to ridicule, disparage, threaten or in any other way demean any Council Member or participant attending our Council Meetings. Public comments and testimony and information presented should address the merits of a specific project, topic, or policy that is under consideration or discussion —not motivations, character or personalities.
